  • Enrolled in and graduated from an eligible VTC full-time Higher Diploma programme in Hong Kong
  • Application submitted within 12 months of graduation
  • Category A applicants (recent graduates): no job offer required
  • Employment must be in skilled trades relevant to the programme of study
  • No security objection and no known record of serious crime
