- At least 1 year (1,560 hours) of skilled work in Canada in NOC TEER 0/1/2/3 within the 3 years before applying
- Work must have been paid (no volunteer or unpaid internships) and gained while authorized as a temporary resident
- Approved language test in English or French meeting CLB thresholds in all 4 abilities
- No education requirement (but Canadian or assessed foreign credentials boost CRS rank)
- Be admissible to Canada
- Plan to live outside the province of Quebec
