• This scholarship was established by Laura Cha, who is known in mainland China by her Chinese name "Shi Mei Lun".
• Laura Cha was appointed by the State Council of the Chinese Government as Vice Chairman of the China Securities Regulatory Commission in early 2001, where she served until 2004.
• She was the first person outside the mainland to join the Chinese Government at the vice-ministerial rank.
